STATES TO FEDS: CATCH US IF YOU CAN!

The plight of the federal energy bill—now in danger of collapsing, and with 75% of its efficiency potential left untapped even if it does pass—dramatizes the limits of federal energy policy into today's Congressional climate. This failure of leadership at the federal level passes the baton back to the states, where some would argue that the race for better energy policies has gone much better. States have led the way on many policies, from appliance standards to building codes and utility efficiency programs. To support states' future efforts to advance energy efficiency, ACEEE has issued a report on leading states' policy and program innovation. Energy Efficiency's Next Generation: Innovation at the State Level provides concrete examples of effective legislation, regulation, and program design.
