Carl Blumstein is the Deputy Director of BECI and the Director of CIEE. Carl has 40 years of experience in energy research and R&D management. As Deputy Director of BECI he supports an institute with the broad mission of addressing the nexus of energy and climate through research, education, public outreach and the representation of energy and climate research at UC Berkeley and the Lawrence Berkeley National Laboratory. As Director of CIEE (CIEE is a branch of BECI) he leads a team of researchers who are dedicated to solving problems related to the decarbonization of the energy system. Carl's research interests center on energy efficiency and energy policy. Recent work has included publications concerning the administration of energy efficiency programs, restructuring in the electric power supply industry, the Strategic Petroleum Reserve, the role of market transformation in energy efficiency programs, and software architecture for building monitoring and control. Carl is Vice Chair of the Board of Trustees of the Consortium for Energy Efficiency, and a member of the Gas Technology Institute’s Public Interest Advisory Committee. He served on the Board of Governors of the California Power Exchange from 1997 to 2003.
Carl has a BS from Reed College, an MS from San Diego State University, and a Ph.D. from the UC San Diego in Chemistry.
