Session Synopsis - "Evaluation Implications of Rate Decoupling and Competitive Generation"

Recently, some major institutional barriers to the full incorporation of energy efficiency into utilities' resource plans have been beginning to move. For example, rate decoupling is happening in some states, and "Portfolio Management" is beginning to attain some powerful adherents in deregulated states. With decoupling, much of the traditional disincentive for utilities to rely on energy efficiency disappears. Portfolio Management is a regulatory affirmation that utilities should plan for future resource needs, including at the T&D level. These developments raise some important questions. For example, how can the energy efficiency industry further these developments in restructured areas? What would regulatory treatment that supports decoupling and Portfolio Management look like? How can the need for highly reliable evaluation under Portfolio Management be rectified with the fact that there are at least as many approaches to measuring cost-effectiveness and program effects as there are states requiring such measurements? This session will start with a short, informal presentation on the concepts and issues. The majority of the session will be devoted to a conversation among attendees about the questions raised above.
