Session Synopsis - "Understanding the True Cost of Commissioning: What is the Most Useful Way to Tally Costs in a Fragmented Design and Construction Environment?"

How cost effective is commissioning? A number of efforts have tried to answer that question. While quantifying energy and non-energy benefits can be difficult, just determining costs is harder than it sounds. Currently, commissioning is perceived by many to be high cost. How do we properly allocate costs when the commissioning provider becomes a crutch to a flawed building construction process, often doing parts of the designer and contractor's jobs? What is the cost to construct buildings that work? If commissioning is inherently a process that catches problems, should it be considered a cost of commissioning to fix those problems? Should new construction commissioning costs be defined differently than existing building commissioning costs? These and other questions will be addressed.
