Is an Operation and Maintenance Rating System needed?

The Washington State University Energy Program is developing an operation and maintenance (O&M) pilot rating system. Currently O&M service contracts are often negotiated on the basis of low-bid costs rather than building performance. This market transformation pilot project will provide a framework for O&M contractors to provide “optimized” services for commercial buildings resulting in energy savings through improved building performance. The market place will enable O&M contractors to optimize building performance using score cards and detailed protocols. Building owners will be informed with building performance “scores” that justify and encourage optimized O&M services. Providers of O&M and heating, ventilation, air conditioning (HVAC) services will benefit by a market place that recognizes the value of optimized services, provided by industry-trained and certified technicians. Building owners and managers - - and occupants - - will benefit from improved building performance and reliability by purchasing “rated” O&M services. Four Building Performance Scores are provided:
- Optimized Operation & Maintenance Services
- Building Energy Performance
- Occupant Satisfaction
- Advanced Building Performance Management
