Improving HUD-Code Manufactured Housing Codes and
Standards

This session will focus on technical and policy related opportunities to improve energy efficiency, durability and the indoor environment in new HUD-code manufactured housing. Discussions will focus on current related proposals to HUD's Manufactured Housing Consensus Committee. Participants will include HUD, USEPA and USDOE staff and other stakeholders involved with current efforts. Recent federal legislation gave USDOE the responsibility (not HUD) to improve the Federal Manufactured Housing Construction and Safety Standards (MHCSS) in the area of energy efficiency. USDOE plans to evaluate increasing energy efficiency based on IECC or better and utilize life cycle costing. Discussions related to federal preemption status and brainstorming on carrots and sticks (e.g. codes and incentives) approaches will be encouraged. A discussion or incentives will focus on tax credits, utility programs, financing, and other market transformation short and long term strategies.
