Methods of Achieving Widespread Adoption of Energy Efficiency

Energy efficiency (EE) is an essential resource that has the potential to meet virtually all new load growth in the coming years. It will slow the need to build new baseload coal and nuclear plants and enable greater utility choice and flexibility in selecting low- and zero-carbon generation alternatives. A primary challenge of achieving energy efficiency goals is realizing large scale implementation and adoption. Informational, economic, behavioral, and institutional barriers persist and, if not overcome, will limit the rate at which EE is adopted. This session will be a brainstorming exercise aimed at developing a potential roadmap for achieving widespread adoption of energy efficiency across the United States. This roadmap should address the following questions and issues:
- What barriers to implementation continue to exist and are receiving more or less traction than others?
- How can regulation, incentives and other programs be designed to overcome these barriers to liberate widespread and aggressive adoption of efficiency and eliminate all future load growth?
- Have the more progressive states, such as California, overcome all of these barriers?
- Moving forward, what are the best strategies for moving laggard states to equal the efficiency efforts in the leading states, while continuing to advance the leading states?
