Michigan Transportation System Efficiency

Summary: The Michigan Planning Enabling Act of 2008 requires all municipalities to create comprehensive master plans as a guide for future development. In creating these plans, each municipality must consult with adjacent local governments to avoid conflicts in zoning and planning and must also coordinate with all state and federal governments responsible for programs that affect the economic, social and physical aspects of the respective municipality.

In 2010, Michigan passed HB 135, creating a complete streets advisory council within the state Department of Transportation that was tasked with formulating a complete streets policy for the state by 2012. Municipalities must also address this complete streets policy before finalizing capital infrastructure projects.
