Potential Legislation for 2010

ACEEE actively participates in the energy policy, clean air, and climate change debates, developing policy recommendations and documenting how energy efficiency measures can reduce energy use, air pollutant emissions, and greenhouse gas emissions while benefiting the economy. ACEEE staff frequently meet with policymakers, serve on expert panels, and testify before the U.S. Congress regarding energy policy.

Federal Jobs Bill for 2010

The Administration and Congress are concerned about the high unemployment rate and are planning a significant jobs bill, to be enacted in early 2010. The focus of the bill is creating jobs in 2010 and the bill will emphasize projects and programs that can begin quickly and start creating jobs within one to two months of enactment.  The bill is likely to have multiple components, a few of which relate to energy efficiency and creating “green jobs, like residential retrofits, industrial and CHP efficiency grants, and commercial retrofits.

House Energy and Climate Legislation
On June 26, the House of Representatives approved an energy and climate change bill, the American Clean Energy and Security Act of 2009 (H.R. 2454), also known as ACES or Waxman-Markey.

Senate Energy Legislation
Information about the Senate Energy and Natural Resources Committee's American Clean Energy Leadership Act of 2009 (ACELA), reported out on June 17th, and about the Senate Environment and Public Works Committee's Clean Energy Jobs and American Power Act of 2009 (CEJAPA), reported out in October.

Federal Tax Credit and Incentive Information
