Connecticut State Energy Codes

Summary:

Connecticut has statewide codes for both residential and commercial buildings based on the 2003 IECC, with their commercial code referencing ASHRAE 90.1-2001. However, two amendments introduced by the Connecticut General Assembly in February of 2009 were aimed at updating the 2005 State Building Code to be based on the 2006 IECC while also undoing the LEED Silver requirements on new construction that became effective January 1, 2008, citing enforcement issues. These amendments were passed in May of 2009. Therefore, effective August 1, 2009, the State Building Code will be based on the 2006 IECC.

On January 28, 2009, HB 6284 was introduced in the Connecticut General Assembly with the purpose of creating a new state building energy code and green buildings for certain construction projects. The House passed the bill on May 26, 2009 and the Senate followed on June 2, 2009. The bill requires the incorporation of the 2012 IECC within 18 months of its publication. Effective July 1, 2010, the bill will also require a LEED-Silver rating for certain residential buildings that are projected to cost $5 million or more as well as for renovation to certain residential buildings that are projected to cost $2 million or more.
