Distributed Generation Policies:

Interconnection Standard: Delmarva Power & Light’s Interconnection Guidelines

Summary: Delmarva Power & Light’s interconnection guidelines have six categories (tiers) based on system size, system type and energy source. Each tier is associated with particular technical requirements and application processes. Delmarva is the only investor-owned utility in the state, but it and the other utilities that serve the state generally provide interconnection guidelines for systems up to 25kw and then up to 1MW in size. CHP is not explicitly provided for in the interconnection guidelines, but it is not barred from interconnection either.

Standby Rates: Delmarva Power & Light’s Standby Service Policy

Description: Delmarva Power & Light does not have a standby rate specifically for CHP, but provides standby service to CHP systems through its general service rate, which features very high demand charges but no demand ratchet. This is viewed as neutral toward CHP deployment.

Output-Based Emissions Regulations: Delaware Department of Natural Resources and Environmental Control, Regulation No. 1144

Summary:  Delaware’s emission regulations for generators regulate NOx, particulate matter, CO and CO2. The regulations allow for emissions credits for CHP systems that are at least 55% efficient. Additionally, at least 20% of the fuel’s recovered energy must be thermal, and 13% must be electric for a CHP system to qualify for emissions credits. If these parameters are satisfied, the system receives a credit based upon the emissions that would have been created by separate generation of the thermal energy.
