Executive Summary
This report describes a major study on America's energy choices completed by four national environmental and energy efficiency advocacy organizations in 1991. This study was conceived as an alternative to the U.S. government's National Energy Strategy. The objective was to examine the role that energy efficiency and renewable energy sources could play in meeting the nation's economic and environmental challenges. We examined a range of plausible energy futures, each representing particular themes, and suggested policies that would move us toward each of these futures. Instead of attempting to predict what would happen as a result of specific policies, this study describes what could happen within assumed technological, resource, and market constraints.
