Executive Summary
In preparation for the
Kyoto Treaty meetings in 1997, nonprofit organizations and national
laboratories prepared studies that identified combined heat and
power (CHP) as a viable resource for maintaining current power supplies
while mitigating climate change. Since this initial support, the
movement aimed at creating a market for CHP has grown and strengthened.
This report reviews what progress has been made and what challenges
remain for the development of a fair market for CHP in a changing
energy climate.
