This paper recommends ten major energy efficiency policy initiatives and analyzes the energy savings, economic savings, and carbon dioxide emissions reduction that could result from their adoption. Report concludes that given widespread but realistic energy efficiency improvements, it is possible to cut energy demand by the year 2000 back to the levels of the mid-1980s and to realize an 11% absolute reduction in carbon emission.
