Director, Engineering Services
The Director of Engineering Services is responsible for the administration, management, supervision, and oversight of the Engineering Services unit which is part of the Physical Planning, Development & Operations department. The Director is responsible to lead and direct all Unit efforts associated with utility and infrastructure system planning, design and construction of engineering-specific projects, supporting the efforts of colleagues within the department who are tasked with the design and construction of other projects or operation of utility and infrastructure systems, development and implementation of standards, procedures, and guidelines related to utility and infrastructure systems, represents the campus and its interests in its working relationships with utility providers and agencies involving engineering and public works matters. In carrying out these duties, the Director supervises and directs the work of professional staff members and outside consultants. Additionally, the Director provides leadership to effectively manage the organizational unit, implement change management and process improvement initiatives, and conducts short to long term planning for unit development.
Reporting to the Associate Vice Chancellor of Physical Planning, Development & Operations and in collaboration within the Department and colleagues across the campus, the Director of Engineering Services is responsible for the leadership, administration, management, and supervisory oversight of all services and functions of the Engineering Services unit. The Unit is responsible for utility and infrastructure system planning and engineering efforts including assisting with efforts associated with projects and the campus financial plan for such, planning, development and implementation of engineering-specific projects including project management and construction administration, providing engineering support for Design & Construction as well as Physical Plant Services personnel in relationship to the engineering aspects of projects or operational activities, and represents the campus and its interests in its working relationships with utility providers and agencies involving engineering and public works matters. The Director also participates, with other senior managers in the Department, to develop, establish, and implement strategic and operational plans and initiatives which, in combination, serve to advance and improve services and achievement of University goals and priorities.
Engineering Services, an operational services unit of Physical Planning, Development & Operations (PPDO), provides engineering planning, project management, construction administration, and general support services to allow for the safe and efficient operation of campus facilities, utility networks and equipment, power generation systems, and infrastructure. Additionally, Engineering Services supports efforts associated with long range development planning, develops utility master plans, and participates in efforts required to assess, plan, develop and implement deferred maintenance, major repair, capital renewal programs and projects as necessary to properly manage the University's physical assets. The University's campus is spread across more than 2,000 acres and includes over 500 buildings comprising more than 8 million square feet.
Qualifications / Competencies
• Knowledge such as that obtained through a Bachelor's degree in engineering or a related field.
• Demonstrated administrative, leadership, and management experience associated with the planning, design and implementation of engineering systems for a large, complex organization.
• General knowledge of key aspects of all engineering disciplines being managed.
• Demonstrated experience leading and overseeing engineering services associated with the development and operation of a large, complex organization in a campus-based setting. To include interior and exterior utility systems and infrastructure including power generation, facility automation, and energy management systems, and exterior hardscape and landscape infrastructure.
• Advanced skills to successfully analyze complex engineering problems and to synthesize, integrate, and conceptualize alternative solutions, to develop and analyze for comparative evaluation the anticipated effects (including schedules, costs, and economic impacts) of engineering alternatives, and to define trade-offs, to identify advantages and disadvantages for alternatives, and to identify a preferred alternative.
• Demonstrated experience planning, developing and implementing energy conversation projects, programs, and initiatives which have advanced organizational sustainability while minimizing carbon footprint and energy use.
• Demonstrated project planning and management experience involving critical path analysis and scheduling to coordinate and prioritize workload in a manner which accurately reflects the relative importance of facility operations and maintenance improvements in relationship to campus priorities. To include skills which result in successful project performance associated with scope identification and management, budget and schedule performance, and quality control and inspection.
• Advanced skills necessary to evaluate, select, and manage appropriate consulting firms for preparation of engineering studies, design documents, and reports. To include experience supervising and effectively collaborating with and managing consulting professionals with varying levels of responsibility.
• Demonstrated record of successful planning, budgeting, financial analysis and fiscal management, including skill in budget preparation, analysis, and controlling costs for operational departments or large-scale projects.
• Demonstrated experience in organizational leadership, planning, development, and implementation of strategic, tactical, and business continuity plans, and policy and procedure. To include well developed change management and process improvement skills.
• Extensive knowledge and experience managing personnel matters in a collective bargaining environment including recruitment, employee relations, performance assessment and appraisal, progressive discipline, dispute resolution, succession planning, and professional development, including the development of supervisory staff and ensuring staff maintain currency in required technical skills.
• Demonstrated experience providing leadership within an organization and with the skills necessary to develop and implement a strong customer service approach to work efforts, motivate staff in a changing and fiscally challenging environment, promote team building, establish consensus and support for decision making, and foster cooperation.
• Demonstrated knowledge of organization, system-wide, and governmental policies, procedures, and regulations including the California Building Code, Americans with Disabilities Act, California Division of Industrial Safety Orders, California and Federal OSHA regulations, elevator safety orders, and NFPA regulations.
• Ability to effectively analyze information, problems, situations, practices and procedures in order to identify relevant concerns, patterns, tendencies and relationships and then formulate logical and objective conclusions, alternative solutions, and recommendations for improvement or resolution.
• Ability to take initiative and independently plan, organize, coordinate and perform work in various situations where numerous and diverse demands are involved.
• Ability to effectively interpret, organize and present information, ideas and concepts in written or presentation format and use consultative, collaborative and facilitation skills to obtain decisions required to move forward toward implementation.
• Ability to establish and maintain effective working relationships with other departments and individuals within the University as well as serve as a departmental liaison to the campus, outside agencies, and community. Ability to collaboratively work with representatives within the campus and public/private entities and handle potentially sensitive or confidential situations appropriately.
• Ability to communicate effectively and work harmoniously with a diverse group of individuals at all levels of the organization as well as those outside of the organization who are directly or indirectly involved with projects and/or assignments. Work often involves front line contacts with a variety of campus and community individuals requiring active problem solving and effective interpersonal skills.
Ability to recognize and accommodate changing priorities; meet short and long term deadlines/goals; and complete routine tasks despite intermittent interruptions. This includes managing multiple tasks and working proactively to avoid crisis and backlog.
• Ability to initiate, establish, and foster teamwork by maintaining a positive, cooperative, productive work atmosphere while establishing effective working relationships within a diverse population and with those from various cultural backgrounds.
• Ability to operationalize sustainability concepts (economic justice, social justice, environmental justice) into all aspects of performing job duties.
• California Registered Professional Engineer
Preferred Qualifications / Competencies
• LEED AP BD+C certification
• Certificates in engineering management and specialty areas covered by the various engineering disciplines being managed.
Special Conditions of Employment
• Selected candidate will be required to pass a pre-employment criminal history background check.
• Must possess a valid license to drive in the state of California.
• The position works in a wide variety of environments including both a typical office environment as well as a facility/building and construction-oriented environment. As such, the position requires: 1) the ability to sit for prolonged periods of time, 2) ability to lift up to 20 pounds occasionally, 3) ability to conduct outdoor site visits, including use of required personal protective equipment, as required to conduct investigations, inspections, or view work in place, 4) ability to sustain exposure to dusty, noisy construction environments and inclement weather as necessary to carry out assigned duties and responsibilities, 5) ability to climb to a height in excess of thirty feet, 6) ability to enter and work within confined spaces as required to conduct investigations, inspections, or view work in place, and 7) ability to drive to locations of work.
• In general, the position works a consistent schedule, Monday- Friday from 8:00 a.m. thru 5:00 p.m. Business needs may occasionally require evening and weekend hours in order to ensure assigned tasks and duties are completed as well as the ability to travel as required to conduct University business.
