The Department of Citywide Administrative Services’ Division of Energy Management (“DCAS DEM”) serves as the hub for energy management for City government operations. Today, we develop the City’s annual Heat, Light, and Power Budget; manage the City’s electricity, natural gas, and steam accounts; help our agency partners identify and pursue energy-saving opportunities at their buildings; do energy efficiency and clean power generation projects across the City’s portfolio; and implement operations and maintenance (O&M) best practices.


DEM is tasked with leading the City’s efforts to reduce greenhouse gas (“GHG”) emissions by 80 percent by 2050 from a 2005 baseline (“80x50”). As part of Local Law 97, the City also recently set new targets to reduce emissions from City government operations by 40 percent by 2025 (“40x25”) and by 50 percent by 2030 (“50x30”). DEM collaborates extensively with other City agencies to reach these goals, including by providing funding through the Accelerated Conservation and Efficiency Program (“ACE”).


Through the ACE Program, DEM allocates capital funding to other City agencies to implement energy efficiency projects in buildings and stationary infrastructure assets that they operate. Since the ACE Program’s launch in 2014, DEM has awarded nearly $500M across nine rounds of funding and completed retrofits in over 400 buildings, with work underway in an additional 600 buildings. With the passage of Local Law 97, DEM is working with agency partners to develop and deliver a much greater volume of energy efficiency projects through the ACE program. 



Job Description

DCAS’ Division of Energy Management (“DEM”) seeks to hire a Program Controls Manager to serve within our Operations Unit and support day-to-day delivery of the Accelerated Conservation and Efficiency (“ACE”) Program. DEM’s Operations Unit is responsible for overseeing the development and delivery of energy efficiency and clean energy projects across the City’s portfolio to meet energy and emissions reduction goals, including 40x25, 50x30, and 80x50.


The Program Controls Manager will report to the Director, ACE Program and be responsible for overseeing day-to-day administration of the ACE Program. Specifically, the person will be charged with the following:


  • Overseeing program administration: Help track project awards, verify project close-out, and coordinate incentives. Assist with budget management and invoice management. Help prepare and oversee legal agreements with agencies and external parties and ensure term compliance. Serve as the central touchpoint for all ACE Program administration.


  • Creating program documents: Create and update critical program documents, including Requests for Proposals and application and project delivery guides.


  • Tracking project and program performance: Review regular agency progress reports, identify issues impacting project delivery, and propose solutions. Track and report on project progress and program key performance indicators.


  • Conducting fiscal review: Perform cost analysis to ensure the optimal use of City funds through the program to achieve targeted emissions reductions.


  • Developing procedural standards and controls to ensure program accountability and effectiveness: Create effective procedural standards and controls. Perform necessary data quality verification.


  • Performing strategy development: Gather and analyze data to guide program strategy development. Assist with capital planning. Put forward recommendations to strengthen policies and procedures and increase the efficiency and effectiveness of service delivery and project administration.



Preferred Skills

The preferred candidate will have the following skills and experience:

  • A minimum of five years of work experience, with at least two years managing a complex program, preferably in the realm of energy management, grants administration, or service delivery.
  • Experience working with a utility, state or local authority, or public sector program administrator.
  • Experience with contract procurement.
  • Familiarity with project management controls.
  • Commitment to customer service.
  • Data management, strategic thinking, and analytical abilities.
  • Familiarity with energy management efforts impacting buildings in New York City.
  • Capability to handle multiple responsibilities simultaneously: well-organized and detail-oriented.
  • Strong written and verbal communication skills.

Qualification Requirements

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience of supervisory or administrative experience, including handling of business promotion or urban economic problems, at least two years of which must have been in a managerial or executive capacity with primary focus on business promotion or urban economic planning; or


2. A satisfactory equivalent combination of education and experience. Appropriate graduate study in an accredited college or university may be substituted on a year-for-year basis. However, all candidates must have 2 years of managerial or executive experience as described in "1" above and a four-year high school diploma or its educational equivalent.


License Requirement

For assignment to certain positions, candidates must possess a motor vehicle driver license valid in the State of New York. The license must be maintained for the duration of employment in such position.
