Accessing Medicaid and CHIP Funding for In-Home Energy Services

This page includes 51 state-specific fact sheets outlining opportunities and progress to access Medicaid and Children’s Health Insurance Program (CHIP) funding in support of in-home services such as weatherization and health and safety repairs. Below are recordings and resources for a webinar series that will teach you how to access CHIP funding in your state.

Fact Sheets

ACEEE, the Global Building Network, and the Penn State Center for Energy Law and Policy partnered to create 51 fact sheets identifying opportunities for states and the District of Columbia to leverage health sector dollars for in-home upgrades. The fact sheets provide information on how funds from Medicaid and the Children’s Health Insurance Program can be accessed, and how advocates can use “Health in All Policies” mechanisms to bring health into discussions and decision-making in the context of energy policies and programs.

Children's Health Insurance Program (CHIP) Health Service Initiative (HSI) Cohort

In 2022, ACEEE produced a series of webinars to help advocates and stakeholders access health service initiative (HSI) funding through the Children's Health Insurance Program (CHIP). The webinars feature speakers from Georgetown University's Center for Children & Families, Manatt Health, the Michigan Department of Health & Human Services, and the Maryland Department of Health.

  • Introduction to Unlocking CHIP Funds for Home Health and Efficiency

    This webinar introduced CHIP HSI funds as a significant, underutilized funding source for improving children's health. The presentation featured an overview of the application process along with examples of successful programs, information about what funds may be available in each state, and resources to help participants get started.

  • Mapping Stakeholders

    This webinar featured Tricia Brooks from Georgetown University's Center for Children & Families as a guest speaker. Her presentation covered the following topics:

    • Who must be engaged to move an HSI application forward
    • Tips for how to approach the necessary partners/stakeholders
    • Pitfalls/challenges program managers should be prepared to navigate
    • Possible uses of HSI funds

  • Components of a State Plan Amendment

    This webinar featured Liz Osius from Manatt Health as a guest speaker. She discussed necessary components of the application with a focus on empowering participants to begin to develop their own program plans, budgets, and approach to achieving state and federal approval.

  • Solutions Session: How to Convince a State Contact to Accept Your HSI Proposal

    In this interactive session, participants worked together to develop plans for convincing their state Medicaid director to sign and submit their HSI application. ACEEE's Dr. Reuven Sussman led the solution session.

  • Peer Exchange

    This webinar featured Carin Speidel from the Michigan Department of Health and Human Services and Cliff Mitchell from the Maryland Department of Health as guest speakers. Each speaker shared how their state had successfully implemented programs providing in-home modifications funded with an HSI, along with lessons learned and program success.
