Federal Research and Outreach Manager

The American Council for an Energy-Efficient Economy (ACEEE), a leading national research and advocacy organization based in Washington, DC, seeks a federal research and outreach manager for its federal policy program. The manager will build our growing coalition on housing efficiency and finance and conduct research on federal policies to spur efficiency as a key approach to equitably address the climate crisis.

Position Description:

ACEEE seeks a federal research and outreach manager to engage in research, policy development, and outreach on federal energy efficiency policies in the United States. This is an exciting position for someone looking to have real-world impact by advancing effective programs and policies that benefit consumers and the climate. The manager will coordinate a variety of research and outreach projects, working closely with energy efficiency experts in the federal policy program, other ACEEE policy and technical teams, and external organizations.

The core responsibilities of the position include:

  • Coordinating a diverse coalition of different organizations dedicated to supporting federal housing finance policies that lower costs with energy efficiency and decarbonization;
  • Conducting research on federal energy efficiency policies, including estimating energy savings, emissions reductions, and equity impacts from proposed energy efficiency legislation, regulations, and programs;
  • Providing comments on proposed regulations and engaging in outreach to federal agencies and Congress;
  • Developing policy fact sheets, blog posts, and funding proposals and reports. 

The manager will work on projects of high visibility in the energy efficiency and policy communities. The position includes engagement with national leaders in energy efficiency as well as opportunities to develop expertise in multiple policy and research areas. 

 

Expectations:

  • Superb organizing and coalition skills. The position requires experience building and coordinating diverse coalitions.
  • Excellent writing and presentation skills. The manager is expected to produce detailed research reports, white papers, fact sheets, and regulatory comments, and to present research results to policymakers through presentations, webinars, and blog posts.
  • Highly analytical and detail oriented. The manager will conduct rigorous and peer-reviewed primary research dealing with complex quantitative and qualitative data. They will need to quickly learn policy details, data sources, and analysis methods.
  • Strong interpersonal skills. The manager will coordinate and collaborate with numerous ACEEE staff members and external stakeholders on research and advocacy.
  • Strong project management skills. The manager will manage complex, long-term projects and must balance multiple projects and deadlines. The manager must be able to work independently as well as on a team.
  • Passion for the environment and social justice. The position requires a strong commitment to advancing policies and programs that fight climate change and are equitable and inclusive.
  • Policy oriented. The manager will need to develop policy ideas and understand the economic, environmental, equity, and political implications of policy proposals.

 

Qualifications:

Required:

  • Bachelor’s degree in a relevant field (advanced degree preferred)
  • At least five years of relevant work experience in policy research, organizing, and advocacy
  • Demonstrated ability to lead a policy organizing and advocacy campaign and/or a research project

Preferred:

  • Knowledge of and experience with U.S. federal:
    1. Housing finance and/or affordable housing development
    2. Policy development and regulatory and legislative processes
    3. Energy efficiency policies, programs, and regulations
    4. Housing, industrial, climate, health, equity, or finance and securities policies 
  • Ability to do spreadsheet analysis of energy policy impacts

 

Preferred start date: on or about June 2024.  Location can be in DC, remote, or hybrid.   

Salary: This is a full-time, exempt position. The expected salary is $82,000, with the range of $82,000 - $90,000, commensurate with qualifications and experience. ACEEE’s generous benefits package includes health, dental, vision, disability, and life insurance coverage; a 403(b) retirement plan; transportation and bike share benefits; and three weeks of vacation in the first year and four weeks thereafter.
