National Energy Codes Collaborative - Michigan Energy Code Implementation Fellow

An Energy Code Implementation (ECI) Fellow is sought to develop an ECI Roadmap for the State of Michigan. This is a part-time position, and work will be conducted in person or virtually as the tasks require over a two-year period.    

The intent of the ECI Roadmap is to create a path to increase the energy code compliance capacity of local building departments throughout the State of Michigan. Underrepresented/Justice 40 communities will be incorporated into the project as part of the analyses and assessments. A gap analysis has identified needs at the state and local levels that will be provided to the ECI Fellow to use as a baseline to develop the ECI Roadmap. Technical Assistance will be provided to the ECI Fellow throughout the project. 

The development of ECI Roadmap will include research and review of existing procedures and programs. Tasks may include: 

  • An assessment of local Michigan building departments’ processes for verifying that construction drawings and completed construction are in compliance with the Michigan Energy Code. 
  • An assessment of local Michigan building department staff demographics and work history prior to building department employment. Analysis of this data to determine long-term staffing needs. 
  • An analysis of data related to the Michigan Building Official and Inspector test. [eg. how many took the test, percentage passing, percentage from rural/suburban/urban areas] 
  • A construction cost analysis of changes to prescriptive and performance paths between energy code editions. 
  • Research to identify how other states, with similar Michigan structure, implement energy code adoption and compliance processes. 
  • An assessment of workforce development opportunities that lead to careers in local jurisdiction, building department careers. 

 Qualifications:  

  • The ECI Fellow will be well-versed in the implementation of the residential and commercial Michigan Energy Codes and the International Energy Conservation Code, particularly the 2021 and 2024 editions.  
  • 7 years of experience with research, analyzing data, developing long-term project goals & schedules and administering project goals will be needed in developing the ECI Roadmap.

Section I – Scope of Services 

A. This RFP describes the general requirements for professional services related to Michigan Energy Code Implementation Fellow. 

B. The development of ECI Roadmap will include research and review of existing procedures and programs. Tasks may include: 

An assessment of local Michigan building departments’ processes for verifying that construction drawings and completed construction are in compliance with the Michigan Energy Code.

C. Reporting: Participation in regularly scheduled calls with the Project Team is required to ensure regular and good communication. The ECI Fellow will be expected to communicate any issues or impediments to the execution of any of these tasks as soon as possible to help resolve issues in the timeliest manner possible.
