Decarbonizing the U.S. industrial sector—which is critical to mitigating greenhouse gas emissions—will require implementing and scaling-up innovative process technologies to transform the way many products are produced. Although the federal government has funded research, development, and demonstration projects for some of these critical technologies, these projects seldom reach commercial scale because potential investors often consider the initial deployments too financially risky. This policy brief proposes how federal co-funding could help address this challenge, accelerating adoption of transformative technologies.
