Examines 14 equipment and appliance categories that do not have federal minimum-efficiency standards. The report shows that efficiency standards for these products, particularly residential air handlers ("furnace fans"), standby power for consumer electronics, ceiling fans, and torchier lamps, would save energy and have excellent benefit-cost ratios.
