Surveys the types of programs that communities, utilities, and states have used to improve the efficiency of existing housing stock. The programs include: mandatory energy conservation ordinances or standards; retrofit loan programs; and home energy rating systems linked to energy-efficient mortgage products. The report presents case studies of retrofit energy efficiency programs.
