A Choice of Two Paths: Energy Savings from Pending Federal Energy Legislation

This report examines a variety of energy efficiency provisions that could be included in federal legislation, ranging from a modest package building on a 2003 House-Senate conference report, to an enhanced package that will save about five times more energy than the modest package. It asks policymakers if they are prepared to embrace policies that will capture the large cost-effective energy savings available in this country, or will they continue to leave most of the available savings "on the table."
