Energy Efficiency's Role in a Carbon Cap-and-Trade System: Modeling Results from the Regional Greenhouse Gas Initiative

In December 2005, seven northeast states formed the first carbon emissions cap-and-trade program in the Western Hemisphere. ACEEE was a stakeholder in the the Regional Greenhouse Gas Initiative (RGGI), and provided key modeling inputs. This report summarizes the modeling results, which show that increased energy efficiency investment is the best way to make RGGI an economic winner for the region.
