Explores potential for energy efficiency in Illinois and finds that through aggressive energy efficiency, Illinois could reduce its energy costs by $76 billion cumulatively by 2015, create over 58,000 net new jobs, and reduce air emissions by 30%, relative to baseline projections. A number of policy recommendations are provided.
