This study presents the basic principles governing fuel efficiency and emissions in contemporary vehicles and explains how these attributes can be influenced by changes in vehicle design and usage. It identifies practical opportunities for reducing fuel use and emissions, and discusses the implications for current policy issues regareding fuel economy and emissions standards and testing, highly polluting vehicles, electric and other alternative vehicle and fuel systems.
