Reports on a month-long study tour by the author just before the 1997 Kyoto summit. It surveys the actions and plans which principal European Union (EU) countries are taking to cut transportation sector emissions. Topics covered include approaches to strengthen and rationalize planning, economic incentives, public-private partnerships on infrastructure and logistics, and auto-oil industry views that lead to cooperative policy approaches.
