Presents the results of the first comprehensive national review and assessment of public benefit policies and approaches being taken in states which have restructured their electric industry. Volume 1 includes a state-by-state "catalog" of public benefits policies describing the pertinent elements of each state’s restructuring legislation and/or regulatory orders. Volume 2 includes a qualitative assessment of the "lessons learned" in the early administration and implementation of the public benefits policies, based on interviews with key involved parties in each state.
