This study presents the results of a comprehensive review and analysis of the massive and unprecedented energy efficiency policy initiatives conducted in California in response to their electricity crisis in 2000-2001. It focuses on the design and administration of energy efficiency programs and services, and identifies key lessons learned regarding program administration, coordination, and delivery. The study features interviews with 22 program managers and 23 senior level administrative individuals from the utilities, state government, and a variety of key stakeholders. The report also includes recommendations regarding future policies, administrative structures, and delivery mechanisms for energy efficiency in California.
