Although the extensive deployment of fully autonomous vehicles (AVs) is still many years away, cities need to ensure that these vehicles contribute to—rather than detract from—the achievement of their transportation-related climate and energy goals. This toolkit outlines the challenges to AV deployment, its many potential benefits, and the outcomes that cities should strive for as they incorporate AVs into their transportation systems. We also describe the policies available today that will help cities achieve these outcomes and their energy and climate goals.
