For nearly two decades, ACEEE has published the State Energy Efficiency Scorecard, scoring and ranking states on policies and programs that save energy, lower costs, and produce environmental and economic benefits. The scorecard provides detailed information across six policy areas for all 50 states and the District of Columbia: utility programs, transportation, buildings, state government-led initiatives, industrial energy efficiency, and appliance standards.
Join us to learn how states stacked up in the 2025 edition, highlights of where states have made progress over the last two years, and where they still have room to improve. Attendees will hear from both ACEEE staff who authored the Scorecard and state leaders on some of the most impactful new policies they were able to implement since the last edition.

Jacquelyn Dadakis, Chief Executive Officer, Green Coast Enterprises
Jackie chairs a committee of Louisiana’s Construction Code Council, where she helped the state adopt the latest model building code. At Green Coast Enterprises, she launched a consulting firm that provides services to property owners, municipalities, and utilities seeking to be more energy efficient. Jackie has been recognized as one of The Gambit’s 40 under 40, New Orleans Magazine’s People to Watch, and New Orleans City Business Women of the Year.
Jackie holds a Masters in City Planning from the Massachusetts Institute of Technology and a B.A. in Economics from Claremont McKenna College. She is a board member and past president of the transit policy and advocacy organization Ride New Orleans, a board member of Rebuilding Together New Orleans, and teaches as an adjunct lecturer in the Tulane Masters of Sustainable Architecture program.
Mark Silberg, Energy Policy Advisor, Colorado Governor Jared Polis’ Office
Mark focuses on administrative, legislative, and regulatory strategies to advance the governor's goal of 100 percent clean energy by 2040 and an elimination of statewide greenhouse gas emissions by 2050. Previously, Mark was a manager at Rocky Mountain Institute, where he supported states in developing energy policy and advanced advocacy strategy, and was a founding analyst in RMI's federal policy and building electrification initiatives. Previously, he founded a start-up accelerator that administered the U.S. Department of Energy's Cleantech University Prize to support clean energy entrepreneurship.
Mark Kresowik, Senior Policy Director, American Council for an Energy-Efficient Economy (ACEEE)
Mark supports the success of the members of ACEEE’s policy team and our partners shaping decisions at the local, state, utility, and federal levels across every part of the economy as we accelerate ambition for improving energy efficiency and centering those most historically overburdened and underserved in our communities. Mark joined ACEEE in 2022.
