    This letter, signed by 60 different businesses, governments and nonprofits was submitted to the Environmental Protection Agency in response to the proposed Clean Energy Incentive Program (CEIP) for the Clean Power Plan (Docket No. EPA-HQ-OAR-2016-0033). It requests fair treatment for energy efficiency so that credits can be earned for early investments in the same way that renewable projects can earn credit.
