Maryland consumers have been hammered by recent, dramatic increases in electricity prices. Faced with rising energy needs and increasing power reliability concerns, the state was poised to embrace energy efficiency as part of long-term, clean energy strategy. This study assesses the potential for energy efficiency and demand response in Maryland and outlines a suite of energy efficiency policies and their economic impacts. As the state took up legislation on energy efficiency in early 2008, this report served as a roadmap to help identify ways to reach goals to provide a reliable and clean energy future and to understand the benefits to consumers and to the economy.
