2015 Federal Energy Efficiency Legislation Projected Impacts

This paper estimates projected energy and financial impacts from 15 pieces of current federal energy efficiency legislation, and jobs and economic impacts from 3 packages of those policies. It finds that an enhanced Senate bill could save $100 billion over time (net after investments), create 110,000 added jobs in 2030, and reduce carbon dioxide emissions by 50 million metric tons in that year. A more comprehensive policy could save far more, but a few negative policies could cost tens of billions of dollars and tens of thousands of jobs. Policies analyzed include proposals on building energy codes, mortgage financing (SAVE Act), and smart buildings and smart manufacturing.
