On April 19, 2023, the Environmental Protection Agency proposed an implementation framework for the $27 billion Greenhouse Gas Reduction Fund (created by the Inflation Reduction Act), which includes decarbonization retrofits in buildings as a priority. ACEEE’s comments suggest modifications to the framework to ensure the fund can support a wide range of efficiency measures to help achieve the decarbonization and pollution reduction goals (industrial, transportation system, combined efficiency and solar projects), and to ensure the fund can effectively provide critical support for affordable housing and for low-income and disadvantaged communities.
