Affordable multifamily buildings hold significant energy savings opportunities. Recognizing this potential, utilities are increasingly offering targeted energy efficiency programs designed to support building owners pursuing retrofits in these properties. This brief discusses best practices for utilities providing energy efficiency services to affordable multifamily customers, highlights three existing program models, and discusses the local and state context in which each model functions best. We also highlight successful programs, including individual utility programs, jointly administered programs, and ratepayer-funded state-administered programs.
